Paul Willey, a senior at Conway High School-West, was named the 2007 winner of the national Federal Junior Duck Stamp competition for his composition depicting American wigeons at the judging on April 27, 2007 in Washington, DC.
Paul was also presented the Best of Show award for the 2007 Arkansas Federal Junior Duck Stamp. His conservation message, "Conservation is the key to a better environment for all" also won the national award.
